Duffy’s Hope Inc. is excited to announce the 2024 launch of our Transitional Residence Program to support young women, ages 18-23, who are transitioning out of Delaware’s foster care system. Thanks to a grant from New Castle County, our program—The H.O.P.E. (Housing Opportunity for Personal Enrichment) Program—aims to prevent youth homelessness by offering a safe, stable environment where each young woman can thrive.

Our mission with THP is to meet each young adult where they are, helping them build self-sufficiency through encouragement, stability, and a supportive community. With our unique approach to M.E.E.T.I.N.G.—Motivating, Educating, Empowering, Transforming, Inspiring, Nurturing, and Guiding—we offer resources and mentorship tailored to their needs during these critical years.

Through a 12-18 month journey, THP provides not only shelter but a network of professionals and community members committed to fostering growth, self-esteem, and independence. By creating meaningful relationships and listening to their voices, we empower each young woman to shape her path forward.

Our goal is simple yet profound: to give these young adults the foundation they need to transition confidently into adulthood. Through partnerships and collective efforts, we’ll provide opportunities for education, job preparation, mental and physical health support, and personal development—equipping each young woman for a bright future.

Their future, their voice. Together, we are building the foundation for success.

The Privacy Act of 1974, 5 U.S.C. 552a, provides protection to

individuals by ensuring that personal information collected by federal agencies is limited to that which is legally authorized and necessary and is maintained in a manner which precludes unwarranted intrusions upon individual privacy.


Fair Housing

Federal and state laws prohibit discrimination in the sale, lease or rental of housing and any aspect of a credit application. The Fair Housing Act covers most housing. In some circumstances, the Act exempts owner-occupied buildings with no more than four units, single-family homes sold or rented without the use of a real estate broker, and housing that is operated by organizations and private clubs that limit occupancy to members.

Delaware’s Fair Housing laws prevent discrimination against people because of their:

  • Familial status (including children under the age of 18 living with parents or legal custodians; pregnant women; and people securing custody of a child under 18)

Eligibility Requirements: 

We believe…

That every person, regardless of their life’s journey; should be afforded the opportunity, the resources and the encouragement to rise above their circumstances and have the ability to become successful and live a life of self-sufficiency. Our initiative through this newly designed program is to mitigate the risk of houselessness for young adults as they transition out of the foster care system.

 

To be eligible to participate in the Duffy’s Hope Inc.Transitional Residence Program and become a resident of The House, a potential candidate must be a single young woman, between 18-23 years of age; presently in or preparing to age out of the foster care system and agree to the following:

 

  • Be willing to contribute up to 1/3 of your income towards housing at the H.O.P.E. House

  • Agree to work cooperatively with a case manager, mentors and the direct staff of Duffy’s Hope Inc.(DHI)

  • Actively participate towards achieving permanent housing.

  • Maintain sobriety by avoiding the use of illegal drug, alcohol, cigarettes and vape products.

  • Be willing to maintain employment and/or enrollment in a school for higher education and learning.

  • Be willing to attend conferences, workshops and seminars that are designed to aid and assist with your transition into adulthood.

  • Be actively engaged in creating a personal development and growth plan.
